1. Nature Preserve Area
This area is currently being developed as a nature preserve. The efforts to do this are well spent and should be continued to produce another place to view the nature along our lake in a tranquil setting.
2. Public Marina Access
Because of the weather it is not always feasible to dock a boat along the park areas waterfront edge. A public marina would provide boaters access to all of the attractions as shown on the "Just The Beginning" plan as well as those shown here. A public marina will also allow those tourists traveling in their own boat from other cities on the Great Lakes to be able to stay in Buffalo for as long as they like.
19. Existing Naval Park & Marina
The existing Navel Park and Marina has added greatly to our city and to public waterfront access. These areas can only benefit by the development of the waterfront as presented. The redesign and completion of the commercial slip is a wonderful addition to our current attractions and will delight tourists.
20. Outer Harbor Access
At first route 5 could remain as the main way to get to the waterfront. Minor changes such as signage at the Church street exit and at the beginning of the Skyway downtown would begin to solve the access issues. The closure of the entrance / exit ramps at the bottom of the skyway could direct all waterfront traffic to Tifft Street. The transition of Ohio Street and Furnham Boulevard into two-way streets would also aid in the ease of travel. The building of a new Michigan Street Bridge at its old location in it a historic manner similar to the original, would aid traffic to the Outer Harbor from the city. It would also provide a crossing point for the metro rail extension. After the attractions are firmly in place the Skyway could be removed and a Tunnel / Bridge could be installed to handle traffic to waterfront from Buffalo. The route 5 area could them be turned into a low speed boulevard and possibility an expansion of the housing area.

2. Public Marina Access

3. Park and Recreation Area 
The park area is what Buffalonians have repeatedly requested and what we deserve. It would contain small park shelters where families could gather for a picnic or where a group of friends could enjoy each other’s company while watching a sunset. Pavilions throughout the park could provide larger groups a shelter with water and electricity to aid in their activities. Playgrounds could be strategically placed so that all shelters and pavilions would have access to them. Small amphitheaters could be placed so that local artists could entertain the passing crowds with music or plays. Curvilinear pathways would connect all of these amenities and provide access to them from the boat docks, waterfront bike path and the parking areas. Also included in this parkland would be rest rooms and a series of concrete pads with utilities for local entrepreneurs to operate concession trailers by renting the pad for the season. During the winter months the area could host events such as snow sculpture contests, cross country skiing, snowmobile races, and the like.
4. Buffalo’s Cultural Promenade 
The focal point of the waterfront is the cultural promenade. Here Buffalo can show off its cultural diversity by providing its citizens and visitors from out of town with products and food inherent to each culture's own history. The promenade is host to 17 cultural districts that represent all of the major cultures of the world. Connecting these districts is the international promenade, which would act as a “melting pot” of all of the cultures. While I have never been to Disney, I am told that this is much like the Epcot Center located in Disney World in Florida. The actual promenade could be created out of different sized pavers and the citizens of Buffalo should be afforded the opportunity to purchase an inscription that would be evident on these pavers. In this way, the people can "buy" a part of the waterfront giving them feeling of ownership and pride for our city. The metro rail should to be extended to service this area and make it convenient to all. A canal located between the metro rail and route five will provide cooling during the summer and allow non-motorized boats such as gondolas to ferry people up and down the promenade. The promenade would play host to kiosks that would showcase all of the existing Western New York attractions pointing tourists to them and hence helping the whole region prosper for tourism. The last important part of this area is to create a series of metal structures at appropriate intervals to allow a fabric covering of the promenade, which can keep the promenade isolated from the elements during the winter or on rainy days. This fabric would have the ability to retract during periods of good weather.
5. Outdoor/Indoor Sports Area 
The outdoor sports park would afford the public a place to partake in one of Buffalo's greatest passions, sports. This area could contain most of the major sports fields and courts as well as a skateboard park and go cart track. At times these fields or courts could be reserved for private games while other times left to "pick -up" games of the people currently using the area. Amenities similar to the park area should be sparsely and centrally located to among the fields and courts. The current Terminal A building that is located in this area should be renovated into an indoor sports complex where the public could pay a small fee to use the indoor sports fields and courts. Part of the upper floor of this building could be reserved for a private health club to serve those whom would like a more exclusive atmosphere to play their favorite sport or to work out.
15. High Rise Apartments
People love to be near the water, which is why the waterfront should be developed for the people. Housing is a large component of how to effectively develop the area, but as in some designs, the housing doesn't have to be right on the lake where it restricts the public access to the lake. That is why all of the housing in this design is placed on the other side of Route 5. All types of individuals should have the opportunity to live near the waterfront, so a high-rise apartment building is appropriate. Due to the amount of people who would like to live on the waterfront two high-rise apartment buildings may be desirable. The lower floors would be for lower income individuals while the higher the floor one lives on, the higher the rent. All people, regardless of their income, deserve to look out onto the lake or enjoy a sunset from their apartment building. Therefore, a common area on each floor should face the lake so that all residents of the building can appreciate the lake view that they are paying for. This area would most likely be owned and developed by a private investor. As business comes back to Buffalo and more housing is required, the Cobblestone District housing would expand and some of the old grain mills could also be renovated into housing units.
16. Residential Town Houses 
Many people who like to live on the waterfront would like to enjoy the lake from their boats. Some would just like a more intimate atmosphere that an apartment building could produce. Series of townhouses located along the City Ship Canal could meet the desires of these types of people. The ship canal is a perfect place to create boat slips for the residents of this community. I have determined there can be a minimum of 376 slips easily available. This area would most likely be owned and developed by a private investor.
17. Hotel Area 
There are many excellent places for visitors to stay in Buffalo. A new hotel would only add to these places and help handle the increased tourism generated by all of the attractions expressed in this design. There could be a few boat docks reserved for those travelers that choose to come from other cities in their boats and would like to sleep in a hotel for the night instead of their boat. With the growth of the tourism market more hotel buildings may be warranted and the renovation of some of the old grain mills into hotels would be a great use of them as well as benefit the community.
18. Boardwalk
With the creation of a community along the City Ship Canal and the development of boat slips, it makes sense to install a boardwalk along the edge of the ship canal. This will aid the residents in getting to their slips while creating a greater sense of community.
21. New Michigan Street Bridge 
For a waterfront of this magnitude it is important to provide alternate access to it. By recreating the Michigan Street jack knife bridge as it was in its heyday, we will reinforce Buffalo's history and image while providing another access point to our waterfront.

6. Outdoor Water Sports Area 
This area has been used by jet skiers and wind surfers for some time and has recently been renovated to further accommodate these activities. The renovations have done much to make this area more functional and attractive to those whom use it. With the influx of tourism and more of the public using the waterfront it would be nice to have some place for the participants and spectators to get something to eat and a comfortable place for them to sit and enjoy the activity. The concession trailers mentioned in the parkland area would serve this purpose well. Also because of the increased activity, an investment opportunity may be to rent jet ski's, wind surfers, and maybe small boats from this area.
9. Existing Boat Harbor 
The existing boat harbor functions fine and allows many in the area to dock and use their boats conveniently.
10. Residential Apartments/Condos 
The existing grain elevator located here is a prime candidate for residential development. Whether the residential units are rented as apartments or sold as condominiums makes no difference. The opportunity to create housing on the waterfront while reusing an important symbol of Buffalo's past is a win win prospect for us all.
14. Existing Tifft Farms Preserve 
The existing Tifft Farms Nature Preserve is a wonderful place to view the wildlife of the area. Unfortunately, it is a little embarrassing. When I toured the area I noticed a lot of trash that nature did not create. I understand that it was built on a landfill but it doesn't have to look like it. Before we bring in all kinds of tourists to enjoy our area, I feel we need to remove the evident trash from the preserve. Broken glass, old railroad ties, etc. do not belong in a preserve of this stature.

7. Outdoor/Indoor Water Park 
The Bethlehem Steel property has many problems to overcome before it can be used productively once again. Without the development of the rest of the waterfront I fear it is impossible to use this property to greatly enhance our area. However, with the rest of the waterfront development attracting so much tourism, this piece of property becomes more attractive. The front northern portion of this area could be used for an indoor /outdoor water park. This type of development in other areas has been a big hit. This water park could be used year round. It would be open to the air and lake views during the summer and enclosed during the winter and periods of inclement weather. It makes sense that a private investor would develop this into a reality.
11. General Parking Area 
With the creation of all of these activities along the waterfront there will be a need for additional parking. This area affords not only a parking spot, but with the ability to bring the metro rail to the edge of the parking lot, visitors can easily access all of the attractions along the waterfront Conveniently The other unique feature of this area is the Union Ship Canal. This creates the ability for small investors to become "water taxis." Visitors that use this parking lot could hire a water taxi to take them anywhere that they wanted along the waterfront via the lake itself. Currently there is the attempt to develop a business park in this area. Buffalo in the state that it is today has a very hard time bringing in new business, not to mention keeping the ones they have here. This is prime land because of its proximity to the lake and therefore, in my opinion a business park is not the best choice of development at this location.
13. Extension to Tifft Farms Preserve 
This area is swampland and home to many species of wildlife so it makes sense to develop it into an extension of Tifft Farms so that we can all enjoy the wildlife in their natural habitat.

8. Theme Park
The majority of the Bethlehem Steel property is a good candidate for a major theme park. As I understand it this area was looked at by Six Flags before they took over Darien Lake. As mentioned in the water park description, putting just a theme park on the waterfront that needs so much clean up is not feasible by itself. However, coupled with the promise of the increase of tourism to Buffalo, a full-scale theme park could become a reality in this area. Once Buffalo shows it is serious about creating a profitable waterfront, it shouldn't be to hard to find investors willing to create this type of development.
12. Tournament Quality Golf Course 
While I myself am not a golfer at this time, I cannot deny that the sport is extremely popular in Buffalo and the rest of the United States. While creating a waterfront that everyone can use, it makes sense to have a golf course. As with the other forms of entertainment on the waterfront we must not think small here. There is no use building a golf course on the waterfront unless we build it so that it attracts major PGA tournaments where golfers such as Woods, Mickelson, Palmer, and Els come to compete. Due to the sheer size of the Bethlehem property there is more than enough room for a golf course to share it with the water and theme park.
